Following the Pilkhana massacre which occurred February 25 and 26 leaving 74 dead and the inferno at the Bashundhara City shopping mall complex March 13 leaving seven dead, Prime Minister Sheikh Hasina said security measures are being tightened countrywide across Bangladesh.

Fire drills will be enacted at all key-point installations (KPI). Fire fighting systems will be examined by the fire brigade and the public works department (PWD) to ensure functionality. Security measures will be enhanced supplementing areas under private security such as at the Bashundhara City Complex.

The Fire Service and Civil Defence Department requires modernization and needs new equipment to fight fires past the sixth floor of buildings. The Fire Brigade says it needs turntable ladders, snorkels, foam-tenders, lighting units, emergency tenders, fireproof uniforms, and rescue ropes for fire fighting and rescue operations. Transportation to fires is also an issue due to narrow roads, low electrical wires and congestion.

The Bangladesh National Building Code requires fire fighting equipment installed in buildings over seven floors. This code is to be monitored by authorities to ensure compliance with the new guidelines and to make sure buildings are being maintained.

The Bashundhara City Complex opened Monday for shoppers two days after Friday’s blaze. A probe is underway to determine the cause of the fire and to assess structural damage.

Loss of life was minimized as the blaze broke out on a Friday, the beginning of the weekend in Bangladesh, so offices in the upper floors were empty. The lower eight floors are used for shopping and the upper floors are all Bashundhara Group offices.

The mall is valued at Tk 7.0 billion (US$100 million). It is not known if the complex is covered by fire insurance.

It is estimated that it will take over two years to rebuild the area damaged by flames which were burned down to a skeleton. Bashundhara City’s technical advisor, Latifur Rahman, estimated damages at Tk 2.0 billion (US$29m).

Only one television cameraman has been allowed in to film the burnt area. None of the 2,500 shops, cinemas or cafes were burnt by the inferno. The seventh and eighth floors still experience smoke damage, and there was water damage to merchandise.

A three member committee is currently investigating the cause of the fire which will consist of Iqbal Khan Chowdhury, joint secretary of the ministry, representatives of the police, IGP Noor Muhammad, and fire brigade, Director General Abu Nayeem Md Shahidullah. The committee is required to report within the week with their findings. The forensics department is also sifting through the burnt remains.

The Dhaka Chamber of Commerce and Industries has also formed a committee which has begun interviewing witnesses and recording their testimony alongside the government committee.

It has been discovered that 150 closed circuit cameras were not being used when the fire started. Another mystery is why the mall fire fighting system has been found unused.

“In the shopping mall there is an ultra-technology elevator which runs even without electricity but we have found that locked,” Iqbal Khan Chowdhury, joint secretary (Police) of the home ministry, said. “Why the fire burnt so fiercely is a matter to think. We have to see if there was any incendiary substance there. These matters seem to be mysterious.”

Mall management has been asked to submit substances and items which would have been in the upper floors when the fire started. The fire erupted on the 17th floor and spread quickly to the two floors above and engulfed the three floors below. The aerial ladders belonging to the Fire Service and Civil Defence reached as high as the 13th floor of the 21-storey building.

Videos have been sent to the United States (US) for examination to assist in determining the cause of the fire and to help in the damage assessment. Experts from the US are expected to arrive soon.

Firefighters were brought to the rooftop of the 20-storey tower by helicopter. The only fatality in this operation was Baki Billa, a firefighter of Bashundhara City firefighting department, who fell when climbing down a rope from a helicopter to the roof of the building. Three other firefighters made the transition safely. At this same time, the chief security officer was safely rescued by the Bangladesh Air Force helicopter, a Bell 212. Six security officers of the complex also lost their lives.

Australian Minister for Vocational Education and Training, Gary Hardgrave has announced the government will provide AU$15.8 million to establish an Australian Technical College in North Adelaide. The minister said the government was entering into a partnership with the Archdiocese of Adelaide and consortium of industrial and manufacturing companies.

The North Adelaide college will be located in Elizabeth and be operated as an independent non-government school. The college is one of 25 to be established across the country.

Enrolments at the college will begin in 2007 and will offer courses in areas where identified skills shortages exist in the North Adelaide region, specifically – engineering, construction, electronics and cooking.

Mr Hardgrave said that the proposed college had been popular among the North Adelaide business community. “This important initiative has been well received by North Adelaide business and industry, and will help to address skills needs and provide opportunities for those in greatest need, including a lot of Indigenous students in the region,” Mr Hardgrave said.

“The fact that this College is being led by local employers, local government and other key stakeholders, means it will be truly industry and community driven,” he said.

Australian Technical Colleges were established to cater for year 11 and 12 students who wish to do an apprenticeship as part of their school education.

The Australian Education Union has expressed a number of concerns about the model put forward by the government. In a report, they claim that trade facilities at TAFE colleges (operated by state governments) will deteriorate as funding is diverted to the ATCs. The union is also concerned that ATCs are supposed to be selective VET schools. According to the union they will have selective entry and preferential funding. It is feared that teachers will be lured away from schools and TAFE colleges to higher paid positions in ATCs.

The Education Union suggested that the government invest in schools that already offer vocational education programs.

Police officers in Richmond in south-west London, England are removing valuable items like handbags and laptops from unlocked vehicles and leaving notes telling owners to collect their items in Twickenham police station in a bid to try and encourage car drivers to lock the doors of their vehicles.

There is a high number of in-car thefts or “smash and grab” attacks in the borough. Last year, 1,300 of these attacks were reported in the area. 220 of those cases involved satellite navigation systems or sat-navs. But the numbers of these thefts occurring have been rising recently. The figure has risen by 40% until July.

25 cars have been targeted so far but there has been only one car where an item has been removed with a note left for the owner to collect it. If there is nothing on display but the car is unlocked the owner will be sent a letter telling them to be more careful. These tactics should only be attempted by police officers if they cannot find the owner nearby.

The project has received the backing of Richmond Council. A council spokesman from Richmond-upon-Thames said: “We have issues with theft in the borough — particularly theft from cars. We see our borough as a green and pleasant place. Car owners therefore can be lulled into a false sense of security in that they leave items displayed prominently in unlocked cars.”

The United Arab Emirates (UAE) has announced its first national authority for scientific research (NASR) to coordinate and fund scientific research in the country.

The national authority for scientific research was announced on March 7 by Shaikh Nahyan bin Mubarak Al Nahyan, UAE minister for higher education and scientific research. NASR will begin with an annual budget of AED100 million (approximately US$27.2 million). The authority hopes to receive additional contributions from the public and the private sector.

NASR will look to fund research projects in various fields, including engineering, technology, medicine, water and agriculture, proposing specific projects to be competed for by researchers at universities and private research institutes.

“Projects are going to be selected to help promote scientific research and the growth of UAE society and we will compare them with international scientific research criteria,” Gulf News quoted Al Nahyan as saying at the launch.

NASR will also train scientists and develop programmes for promoting public science awareness. It will also coordinate with government authorities on the issue of intellectual property rights, by providing advice on how companies and research centres should go about protecting their discoveries in the form of patents or licenses. It will also provide scholarships for researchers in the UAE to work on international research programmes, and organise national scientific conferences. NASR forms part of the UAE’s strategic plan to improve higher education and scientific research.

Zakaria Maamar, associate professor at the College of Information Technology at Zayed University, UAE, told Science and Development Network (SciDev.Net) that, “This initiative is another boost to the research and development activities that are carried out in the UAE. It will definitely provide researchers with the appropriate funds to sustain such activities and promote best practices in the community.”

Said Elnaffar, assistant professor at the college of information technology at the United Arab Emirates University, told SciDev.Net that, with this initiative, the UAE is taking the lead and setting a good example by building a strong development infrastructure founded on knowledge discovery and research.

As the last forces in the final Syrian pullout from Lebanon left, Bekaa Valley residents danced, waved flags, raised banners and cried tears of brotherhood in celebration. Tuesday afternoon’s Masnaa border crossing marked the exit from Lebanon of the last Syrian Army remnants, leaving 29 years of occupation behind.

A morning military gathering at Bekaa’s air base in Riyaq bid farewell to remaining troops and intelligence officers. Attended by military attachés and dignitaries from several countries, including the United States, France and North Korea, medals were exchanged and both Lebanonese and Syrian military bands played anthems.In the largely symbolic ceremony, commander of the Lebanese Army Gen. Michel Suleiman said, “Brothers in arms, thank you for your sacrifices. Together we shall always remain brothers in arms in the face of the Israeli enemy.”

The Lebanese government led by Bashar al-Assad needs to make quick political reforms to ensure the survival of his regime. The once-dominant pro-Syrian intelligence and security services are disappearing as the new government holds them accountable for past actions. The leadership vacuum must be filled.

Yesterday, the powerful head of the General Security service Jamil Sayyed, announced his resignation due to “changing political developments”. Raymond Azar, the chief of Lebanese military intelligence, reportedly fled with his family to France.

A former CIA operative in Lebanon and the Middle East, Bob Baer said, “They [the Syrians] are going to lose day-to-day control over Lebanon, once they don’t have the T-72 tanks and the military there to back up the intelligence units.” according to UPI.

On Sunday, the government of Jammu and Kashmir, India, ordered private academic coaching institutions for students until and including class XII to shut down for the next three months calling those institutions “distractions” for the students; with an exception of coaching institutions preparing students for professional exams.

After meeting the heads of some educational institutions, the state’s education minister Syed Altaf Bukhari said: “We had a discussion with our principals today to how to make the education system better. We have come to a conclusion that the distractions which affect our education system […] one of those distractions are the coaching centres”. He added the government is to review the status of the tuition centres with respect to their decisions twice a month.

High schools and colleges have suspended classes since the beginning of the month. Boycotting the classes, students protested against two encounters in Shopian that resulted in the killing of four civilians as well as twelve militants. Then there were protests against the gang rape and murder of eight-year-old girl Asifa Bano in Kathua who police said was held captive and sedated at a temple in January. Retired government official Sanji Ram and several others —including multiple police officers— were arrested earlier this month for, or in relation to, the gang rape and murder of Asifa. Asifa’s corpse was found in the village of Rasana on January 10.

Some of the protesters clashed with the state security forces, and pellets were fired over the protesters. Bukhari said, “Security of the students is paramount, that is why we kept schools and colleges closed. But now the students should control their emotions and go back to their classes […] Now, enough is enough, they have their protest and should attend school now.” Bukhari went on to add that they cannot “afford to have future a generation of illiterates and uneducated.” He said the students who come to the road for protests “would be treated as rowdies”.

According to an official in Jammu and Kashmir’s education department, the motivation behind the temporary shut down of tuitions was “when the coaching centres are closed, students would not have an option but to attend schools”. Coaching Centre Association president Junaid Yousuf responded to this ban, saying: “What is the point of ordering closure of coaching centres and keeping schools open? This defies logic. You are not shutting down the places where protests occur and closed those centres where there are no protests”.

“This distraction leads to fall in attendances in schools. We are not against coaching centres; we will first see how schools function. Therefore immediately we will request and order the coaching centres to stop their shops for some time[…] We are the custodians of the students and want that they are not distracted”, the Education Minister said.

Bruce, Canberra — Earlier today at the Australian Institute of Sport, Australia’s Minister for Sport Kate Lundy and the Leader of the Opposition Tony Abbott were on hand when the Australian Olympic Team formally announced the Australian artistic gymnastics team to compete at the 2012 Summer Olympics. Melbourne-based Georgia Bonora and Ashleigh Brennan, Perth residents Emily Little and Lauren Mitchell, and Brisbane resident Larrissa Miller booked their trip to London.

Lundy announced the government’s A$4.5 million support for the Green and Gold Room in London. This facility, supported by the Australian Institute of Sport’s experts, enables performance analysis to help the Australian Olympians excel during the London Games. Lundy also mentioned Gillard’s Prime Ministers Challenge, which is not just for Australia’s Olympians and Paralympians, but seeks to encourage the nation’s young to play sports.

Abbott started off with a quip that the only gymnastics he participates in is verbal gymnastics. The opposition leader then told the media present that Australia’s Olympians have the country’s support, and congratulated the competitors on the hard work they have put in for over ten years to get there.

In a conversation with a Wikinews reporter following the press conference, Miller said the team does not feel pressure from the media or other teams to do well. They are very team-oriented and when it is time to compete, they ignore everything else going on and focus on performing their best. The team does not need to worry about anything but competing because the gymnasts get support from Gymnastics Australia and the Australian Institute of Sport to cover the cost of everything they need.

With encouragement for the Olympians, Abbott and Lundy spent time on the trampoline. In a show of bipartisan support, Abbott assisted Lundy out of the foam pit they jumped into, with Lundy returning the favour.
