Election in Moldova instigates rioting mob demanding recount

Protests which began Monday escalated to a riot on Wednesday consisting of over 10,000 people in Chi?in?u, the capital of Moldova, protesting the results of Sunday’s 2009 Moldovan parliamentary election, which showed an apparent, narrow victory for the Communist Party (Partidul Comuni?tilor din Republica Moldova, PCRM). Demonstrators claim the victory was the result of electoral fraud.

The demonstration escalated to a “flash mob” of between 10,000 to 15,000 communicating via online tools like email, micro-blogging tool Twitter, and social-networking website Facebook. “We sent messages on Twitter but didn’t expect 15,000 people to join in. At the most we expected 1,000”, said Oleg Brega of the activist group Hyde Park.

Police deployed tear gas and water cannons, and fired blanks into the crowd. The rioters threw stones at the riot police and took control of the parliament building and presidential office. A bonfire was built out of parliamentary furniture and all windows below the 7th floor were broken.

Approximately one hundred protesters and 170 police officers are reported as injured. There have been conflicting reports as to whether a female protester died during the altercation.

193 protesters “have been charged with looting, hooliganism, robbery and assault,” said an Interior Ministry spokesperson. This announcement sparked another protest by those demanding the release for those detained.

There is wide speculation about who was to blame for the rioting.

President Vladimir Voronin has expelled the Romanian ambassador from Moldova, blaming Romania for the violent protests. “We know that certain political forces in Romania are behind this unrest. The Romanian flags fixed on the government buildings in Chisinau attest to this” said Voronin. “Romania is involved in everything that has happened.“ Voronin also blamed the protests on opposition leaders who used violence to seize power, and has described the event as a coup d’état.

Protesters initially insisted on a recount of the election results and are now calling for a new vote, which has been rejected by the government. Rioters were also demanding unification between Moldova and Romania. “In the air, there was a strong expectation of change, but that did not happen”, said OSCE spokesman Matti Sidoroff.File:Dorin Chirtoaca.jpg

“The elections were fraudulent, there was multiple voting” accused Chi?in?u mayor Dorin Chirtoac? of the Liberal Party. “It’s impossible that every second person in Moldova voted for the Communists. However, we believe the riots were a provocation and we are now trying to reconcile the crowd. Leaders of all opposition parties are at the scene,” said Larissa Manole of the Liberal Democratic Party of Moldova.

The Organisation for Security and Cooperation in Europe (OSCE) proclaimed the PCRM to have won 61 seats in initial counts, enough to guarantee a third term in power for Voronin, who has held the position since 2001. But the Central Election Commission has received evidence of election violations, according to RIA Novosti, and upon recounts conducted of disputed polls, the commission reported that the Communists achieved 49.48% of the Moldovian vote, giving them 60 parliamentary seats — one short of the total needed to win the presidential election. “The electoral commission also granted opposition parties permission to check voter lists, fulfilling one of their chief demands,” said Yuri Ciocan, Central Election Commission secretary.

Voronin will step down in May, however his party could elect a successor with 61 parliamentary seats without any votes from outside parties as well as amend the Constitution. With the PCRM garnering 60 seats, the opposition will have a voice in the presidential election for a new successor.

The western part of Moldova was a part of Romania from the Romania’s independence until the region was detached by the USSR in 1940 to form the Moldavian Soviet Socialist Republic. On independence in 1990 the country sought union with Romania but the eastern, Russian- and Ukrainian-inhabited areas of the country declared themselves independent from Moldova and formed the state of Transnistria and movement toward union was halted.

Scottish judge criticises medical care of murdered baby

A judge in the High Court in Aberdeen, Scotland has criticised the care doctors gave to baby Alexis Matheson. Lord Uist made the comments while sentencing Mark Simpson, who was yesterday convicted of murdering the six-week-old girl.

Simpson, 29, will serve at least twenty years of his life sentence after he attacked Alexis — the child of his then-girlfriend Ilona Sheach, who he blamed for Alexis’s wounds — over the course of a month. The child suffered broken ribs and brain damage. Lord Uist said staff at Woodside Medical Group might have been able to prevent the death but failed to realise the baby was being hurt deliberately.

Whether the death of baby Alexis could have been prevented had she been so referred is a matter which, in my opinion, merits a very full inquiry

Sheach had initially been unable to get an appointment at Aberdeen-based Woodside for her daughter; instead, Dr Mohammed Athar spoke on the phone with Sheach and prescribed three drugs without seeing the infant. When she did see a doctor the following week despite being, said Lord Uist, “seriously concerned” for Alexis’s health, the doctor she saw — Linda Mackay — believed Sheach’s explanation the baby was constipated. She felt Alexis’s blood-red eyes were due to straining; a consultant neurosurgeon testified at trial that this did not explain the subconjunctival haemorrhages in the eyes.

That consultant felt a referral to a paediatrician would have been approrpiate. A consultant paediatrician told the court if Dr Mckay had phoned one Alexis would have been urgently hospitalised. These circumstances have led to calls for legislative changes, according to The Scotsman, which compared the death to the recent Baby P case in neighbouring England. Lord Uist also made this comparison, saying “Scottish health authorities have to treat this case with a similar degree of importance and urgency” to “[t]he Baby P case down south”.

Lord Uist was “very disturbed” that “nothing was done” following Dr Mackay’s assessment. He also criticised the delay in seeing a doctor, saying “[i]t is my opinion the appointments system operated at this surgery may require urgent review so as to ensure children requiring urgent attention receive it by being seen by a doctor.”

He continued “[w]hether the death of baby Alexis could have been prevented had she been so referred is a matter which, in my opinion, merits a very full inquiry. The training of GPs, and also health visitors, to detect signs of non-accidental injury may be a matter that requires further consideration.”

The same day as these comments, Crown Office announced that a fatal accident inquiry will occur. “These are very serious criticisms by Lord Uist of the way the health services operated,” said Scottish Conservatives health spokesman Murdo Fraser. “Clearly, there were serious failings in relation to this baby’s treatment and lessons have to be learned from this case.”

The health board stated “NHS Grampian and the Woodside Medical Practice would like to extend their condolences to Alexis’s family. We understand that Lord Uist has issued a statement that it is critical of perceived failings in the care given to Alexis. We will consider these comments very carefully.”

The Scottish Government has also taken note. “We extend our deepest condolences to the family of Alexis Matheson,” according to a spokeswoman. “We continue to monitor the situation very closely, and will await the findings of the fatal accident inquiry. Following this we will work with the health board to determine any necessary changes and ensure that any lessons are learned.”

Final bidder submits SGD5.5 billion plan for Singapore casino

The third and last bidder for Singapore’s Sentosa Integrated Resort (IR) project, Eighth Wonder, submitted its development plan yesterday: a SGD 5.5 billion(USD 3.52 billion) eco-friendly casino known as “Harry’s Island”.

Harry’s Island will boast 10 luxury, family-oriented hotels, a tree house with family suites, and a 7,500-seat Caldera theater which will feature nightly spectacular shows.

Eighth Wonder says it wants to make Harry’s Island a world-class, must-see tourist destination and has roped-in several big names in its tender. If selected, the resort will have spas and health centers run by health guru Deepak Chopra, Vera Wang hotels with access to her entire wedding collection, and a soccer academy with Brazilian soccer icon Pele giving his input.

Harry’s Island will create around 15,000 jobs, including 5000 in the food and beverage industry.

The company believes it can recover its investments by 2015 by generating over $5.6 billion in five years; it hopes to bring nearly 15 million visitors annually by 2014.

The Sentosa IR project is the second of two IR tenders offered by the Singapore Government: the first was located in Marina Bay.

The Singapore government is expected to announce the winner in December.

Every company is run by the people. It is said that the people are the most valuable asset of the company. It is no wander that this statement is very known, because the performance of the company directly depend of the people. Only one wrong decision can make tremendous damage to the company. On the other hand, ideas, planning, performance, loyalty and value adding to the processes can bring significant contribution to the company.

But people within the company are not something that does not fluctuate. People comes and and goes from the company. The leaving from the company is tracked by human resources of the company, in order to track the rate of leaving. The Employee Turnover is defined as the number of permanent employees who leaves the company within the specific period, versus the total number of active permanent employees..

The number of leavers, that are included in calculation, only includes natural turnover caused by resignations, termination, retirement etc. Calculation does not take into account any redundancies, since they are reported separately.

The formula for Employee Turnover is:

Organization with no turnover create environment where processes and activities can become too routine, without innovation and improvement. On the other hand, an organization with very high turnover rate can have too inexperienced people, which can reflect to the stability and performance of business processes.

US TV host Conan O’Brien rejects NBC’s offer to switch his show’s time slot

On Tuesday, United States television personality Conan O’Brien announced in a statement that he will no longer serve as the host for NBC‘s The Tonight Show if the network’s attempt to move his program to the post-midnight time slot comes to fruition.

This move, NBC has said, would be done to accommodate the return of the previous Tonight Show host, Jay Leno, back to late-night from his current prime-time slot.

In a long statement to the media, O’Brien states that NBC has given him a “scant” seven months to establish himself as host of The Tonight Show.

He continues to say that with his show still in “its infancy, NBC has decided to react to their terrible difficulties in prime-time by making a change in their long-established late night schedule.”

O’Brien adamantly declares that “delaying The Tonight Show into the next day to accommodate another comedy program will seriously damage what I consider to be the greatest franchise in the history of broadcasting.”

Citing his view that NBC’s purposed switch of The Tonight Show time slot could lead to the show’s ultimate “destruction,” O’Brien maintains that he would have no other choice than to step down as host—which could also include his possible move to another cable network—if this does in fact happen.

Number of suspects in Finnish dogfighting case rises to ten

Finland’s National Bureau of Investigation, a division of Finland’s national police, has ten suspects currently, in its recent investigation into alleged dog fighting in the south of the country.

All the suspects are male Finns residing in southern Finland. The new developments are the result of an investigation into four to six alleged dog fights. Dog fighting is a breach of animal cruelty laws in Finland, and the case will be considered for prosecution in October. They are being investigated under suspicion of breaching the Prevention of Cruelty to Animals Act.

Chief Inspector Olli Töyräs of the Keskusrikospoliisin told reporters, “I would not like to speculate on the motives for the arranging of these dog fights. At least thus far there has been no evidence of illegal gambling on the outcome of fights. There also does not seem to be any large-scale organisation behind the incidents or connections with organised crime groupings. It would appear to be the pastime of a group of individuals.” Despite this, the group is known to have links throughout Scandinavia, as well as possible links to Russia.

He added that about a dozen pit bulls from America were involved in the incidents.

Key evidence includes video footage and testimony from veterinary surgeons, who were present when police raided several locations suspected to be involved. “Statements by veterinary surgeons are a significant part of the investigation. They play the same role here as forensic pathologists would in a normal violent crime investigation,” Inspector Töyräs said.

The investigation was begun as a result of an investigation into dog fighting in the United Kingdom by the state-run British Broadcasting Corporation (BBC). A BBC journalist teamed up with a man with military experience to infiltrate a notorious dog fighting ring from Ulster, Ireland, known as The Farmer Boys. This uncovered links to a group involved in comparable activity in Finland. The documentary, which is part of the Panorama series, was broadcast in Finland yesterday by YLE.

The BBC had contacted Finland regarding it’s discoveries in April. The BBC itself had begun it’s investigation after Gerard Cavlan, a football player from Northern Ireland, was convicted on charges related to dog fighting.

The programme included graphic scenes of a dog fight in Finland, filmed using hidden cameras. The show’s team also purchased a pit bull from a dealer in Finland with false documents showing it to be another breed (pit bulls are illegal in Britain) and successfully transported it back without detection via Germany and Ireland, taking a ferry into England from Northern Ireland.

The dog breeder is a member of SATHY, an organisation which describes itself as “a Finnish club devoted to dog breeds not recognized by FCI related associations (such as the Finnish Kennel Club, and some others). [The] Most important breeds for us are the American Bulldog, American Pit Bull Terrier, Toy Fox Terrier, American Hairless Terrier and Olde English Bulldog.”

SATHY has issued a statement via their website to the affect that they felt the programme was misleading, and that Finnish dog breeders have initiated legal proceedings against the British journalist responsible for the programme. One of the dog breeders shown during the programme denied any criminal activity when approached by the Finnish Helsingin Sanomat news service.

Privacy laws in Finland required the faces of those believed to be involved to be pixelated during the Finnish version of the broadcast, although this was not mirrored in the UK screening – which, in an unprecedented move, coincided exactly with the showing in Finland. The show was widely discussed on the internet, with large volumes of material requiring deleted by site administrators as breaching Finnish privacy legislation.

The investigation is the only one ever conducted into dog fighting in Finland. Töyräs explained the problem to journalists: ”We have only had vague unconnected hints of this sort of activity in the past, and on the basis of these it was not possible to mount an earlier investigation.”

IMF Offers Special Loan for Tsunami-Hit Countries

The International Monetary Fund (IMF) Managing Director Rodrigo Rato offered special relief funds for the countries victim of the tsunami disaster. The money is, however, in the form of a loan. The IMF has been present in the area on various occasions.

The IMF offered a one billion U.S. dollar loan. The money would be given as Emergency Natural Disaster Assistance facility, and would be repaid in full and with interests within 3¼ to 5 years.

The money could help the area tremendously, but since it is a loan as opposed to an outright donation, it may not be as helpful. The loan, some fear, may not lead to economic stability in the long run. Despite the possible long term effects, the governments of the tsunami torn nations may simply have no choice but to accept the offer.
